I run a french property advertising site (mainly for British and American buyers), so I've been watching the new competion in the form of Bulgaria and Romania.

For people looking to buy there, both offer good value and a much lower cost of living. Bulgaria is hot and I expect this to continue. However, the legal framework is dicy so buyers need to be extremely careful that the property they are buying is what they think they are buying and that all the potential legal issues are fully bottomed out. For the careful investor lots of opportunitiy, but dangerous for the unwary.

Romania is even cheaper, but with additional risks. One also needs to consider the higher crime rate there.

My short-term prediction is that prices will continue to go up. However, I can't help thinking about the experience of East Germany when the wall came down. A lot of people expected prices to go up to the West German level and bought accordingly. Unfortunately, attempts to industralise east Germany have so far been unsuccessful and many local businesses have closed down due to inability to compete in an open market. The resulting collapse in employment has a corresponding effect on real estate prices.

The lesson to me is that while foreign buyers can bid up prices, long term prices depend on the local economy. Where this will go for Bulgaria, and particularly Romania, is uncertain at the moment.
